"Do not have permission to view Shoutbox"

For some reason i can't see it, nor do i have permission to view it when i use the direct link. I was trying to get ahold of an admin because me and Quantum were working on my bow, but need the server to end so that i get the credit. Thanks for any help.

We were doing this on the Infantry server.

The recruit usergroup did not have their access set to see it or post in shoutbox. This should be set now. Let me know.
