Can you edit the weapon damage on a server?

Can you edit the weapon damage on a server? Meaning say make the shotgun less potent?
I was playing on Timeless tampa, I shot a guy point blank with is back to me and didn't kill him. Then in the next round I emptyied a full clip into a standing player on a silo?

Or was it a laggy server?

Timeless is located in the UK, so that was probably the cause of it. And no, you cannot edit weapon damage.

Not on a RANKED server. Ranked is default damage, specs, everything.

You can do all kinds of shit to an unranked server I believe. But that would make it unranked... all of our servers are ranked, and I think timeless is ranked too, so no...
