The same way as people kill people when "waiting" in line for jets, roadkill.

EDIT: 2-5x c4 does the trick too when placed on a wall or in a building with a roof.
EDIT vol 2: that building has a roof

You could also use a jeep and jump out right before you would hit the person. The jeep would then run them over instead of just bumping them out of the way if you were still in it.
