Queue in Spectator mode?

Other day in one of your servers we had a suspicious player ( wallhack+aim) and i logged out to spectate and record... the server had 9 in waiting list, and i clicked on spectator, and it put me in 10th on queue list... after try 3 times, leave the queue and go as spectator and have the same results, i restarted my pc, and tried to join again as spectator... same thing.

it is happening again, on metro 90hz, bf4... did you TBG modified something to avoid spectators? it is pretty weird....
