i can see this being possible since you cant compress water. you hit it hard and its going to try to resist that force giving you something to step on in a sense. also i can see this only working in certain places where there are extra minerals or lower temps for the water. like the salt lakes. you can probably run all the way across because the density of the water is so high from all the salt in there. i could be completely off on this. i never took chemistry or biology for that matter so i dont know what kind of water density would be required to assist this.
 
Looks like too much work for me. lmao I could go for a nice water ski and stay behind that wave runner for a few laps around the lake though. That would be a whole lot easier.
