Damn, didn't know a city could file for bankruptcy... wonder how long it will take before mine does.
 
at first i was like "lolwha, that's half my country's budget", but then i was like "oh, those are thousands." but meh, the ratio is the same, country has a balance of c. 400mil, foreign debt is 25.4 bil
