Which video card would be the best "bang for my buck"?

That'll be the 5550 ... neither are going to be any good for gaming though, they are low end cards and in terms of performance, neither offer what can easily be sought from cards that cost just a wee bit more

If you have a extra 40 or 50 bucks jump to the 5600 or 5700 series

Radeon HD 5450 vs Radeon HD 5550 Performance Comparison @ Hardware Compare

If your going to get one of those get the 5550, but I would get a 57xx/58xx series for any real gaming. Buying something subpar now will be a pos in a few months.
