If i were the admin, i would have banned both of them but after i turned on the recording they didnt go anything too harsh.. cuz they saw the notice that i start spectating..? becuz i talked about jet peace to them after recording

This isn't inherently against the rules. They were still playing the game, still killing other people. Just not each other. Its a rare occurrence but it happens.
