Please provide evidence can be anything from circumstantial stuff like screenshots, links to stat pages etc. or hard evidence like Videos.

Any additional comments? I know the spectator system is broken but it really looks like this guy is running something. If I am wrong fine but I figured it is worth a look. Please see the linked youtube video for evidence.
 
I am not seeing anything out of the ordinary, just a spectator glitch. The AWS shoots like an automatic sniper when it is in bipod mode, but for whatever reason your spectator mode wasn't accounting for it.
