I came here to report this same player and saw this thread so I thought I'd go ahead and provide additional evidence.

If we look at his stats on his M249 we can see he has 157 hits to 149 kills which is an impossible ratio and indicative of a DMG hack. In addition, he has an impossibly low Headshot to kill ratio as well.
