How do we report someone ghosting players in server

Today I was playing and I was wonder how I specific player found me while I moved around to different locations. I believe I was being ghosted by a player in spec mode named FrAnK-CaStLe_Kil . He made a comment to a player from chat after I was killed by [mR] toireht405 - who interestingly enough was able to find me no matter where i was

Just wondering on how to report these guys

Pretty clear from the chat log what he was doing, banned for spectator abuse until he appeals.
