So the value of the EPS skill is in question:

I present the following argument. Coming out of full impulse early is not enough to protect yourself from the danger of not being ready. Escorts can lunge themselves into combat without using full impulse and cloaked vessels can jump you at anytime. Why on earth would you deny yourself gains in readyness?

The one thing i learned here is that since we are talking about moving existing power back out of engines and it moves at a flat rate per system is that a smaller pool like shields or auxiliarry will be at maximum earlier than high power setting systems like weapons. Shields will likely be ready to help with defense. But the opening volley won't be so strong.
