He is only .1 on the cheat meter and has accuracy for crap. He has a linked ban for BFBC2 that I am pretty sure is him, however, he is playing from Brazil and has 46 IPs. I need something a bit more definitive.

@ThirdScepter , I do know that you are pretty reliable on these calls. This may be one of those "we need to keep an eye on" guys. I have my doubts about many players from there.

Yeah I had checked the cheat o meter before reporting as well. It may have been his first offence. It was quite blatant in that round.
