XFX Radeon R9 280X Double Dissipation 3GB -$249

For those curious this is basically a re branded but improved 7970.
 
The Radeon HD 7970 uses a 28 nm design. AMD has set the core frequency at 925 MHz. The GDDR5 memory runs at a speed of 1375 MHz on this model. It features 2048 SPUs as well as 128 TAUs and 32 Rasterization Operator Units.
Compare that to the Radeon R9 280X, which features GPU core speed of 850 MHz, and 3072 MB of GDDR5 RAM set to run at 1500 MHz through a 384-bit bus. It also is comprised of 2048 SPUs, 128 Texture Address Units, and 32 ROPs.

Memory Bandwidth

In theory, the Radeon R9 280X should perform a little bit faster than the Radeon HD 7970 in general.

Texel Rate

The Radeon HD 7970 should be a small bit (about 9%) better at AF than the Radeon R9 280X.

If running with a high screen resolution is important to you, then the Radeon HD 7970 is a better choice, not by a very large margin though.
