You can only do you Dilithium mining every 20 hours. But something some might not realize that time starts when you start the mission not when you finish mining. Be smart and start the clock the moment its possible (if your on the game). You can start the normal mining any time from the available menu. Rich Dilithium Mining clock can also be started as long as you keep the claims in your inventory rather than the bank.
If your not able to mine within those 20 hours its no worry because this actually works out for you. If your past 20 hours once you finish your mining you will be able to start the next mining right away if you wish.

Right click on the claim and hit use:
The Accept the Mission:
Normal Mining
Bring up the missions menu (I use the J key). Go to available and scroll down to Isihl > Asteroid Mining. Hail and accept the mission:
