Offense committed Camping in uncap firing mortars while hiding in unkillable areas

Additional comments Keeps mortarng from base in the furthest corner on pearl market and inside the base on operation locker. Always does it everytime the server is on maps like these
 
Per our current uncap rules this is currently allowed.

Any player may sit in uncap and fire an AA, Mortar, UCAV etc. This does however make them fair game to enemy players wanting to kill them. Unfortunately you just have to find a way to kill them.
