Wavebreaker - uncap/main/spawn zone rules

What's the rule with shooting into/out of the uncap on Wavebreaker?

It pains me when I spawn in, and immediately I'm locked onto or shot at. There are also times when I'll double time back to spawn and hide in the well deck while I repair. What determines when you're fair game? Also, if you spawn and start shooting, are you fair game?

if you leave spawn, start fighting, start retreating to main and someone is actively chasing you, you are fair game.

The rules is to protect people who are spawning in, and to prevent people from sitting in uncap and firing out(because this causes people to then fire into main)
