Server population rules?

I know their are a few sever population rules.. I have come across times where we are seeding to get the server full and no one (including myself) knows what to do.. So before we hit the 20vs20 stage. What are the official rules for that awkward stage where we are waiting on 20vs20..

Please send help, I need an adult.

The only real extra rule when the server is low pop is no destroying of fobs till 20 vs 20. The ideal way to go about trying to pop a server is a tbg squad each side and set up opposing fobs to fight over the mid point and try to stop your men from attacking the enemy fob. If they do go to attack the enemy fob just tell the other tbg squad (in discord) so he is prepared for them

talking in all chat to new people that join when there is low server pop helps out a lot to. just like say hey whats up, whatever.. About 50% of the time in the mornings I seed if i have time before i got to work.
