His name is a funny play on English letters to pretend they're Cyrillic, and means "cadet."

"BOPOH" I think is the first part of a Russian city (Voronezh) but I'm not sure if that's what he meant.

POTA is also a play on Cyrillic characters meaning "company (in the military sense)."

Bottom line is, he's Russian.
