Super cheap computer

I'm looking to make a new computer. All it needs to do is stream to a 40" at 1080. It doesn't need to break any speed records all I really need is it to stream steadily. Does Ram even matter? How cheap of a processor can I get? Would onboard video be enough?
 
Anything with an i3 and 8gbs would be more than sufficient. No need for the extra graphics if you are just streaming.
 
I was thinking a celeron processor could do this and then some cheap video card. I could probably pick up a gt260 for 40 bucks. Does Ram have any effect on streaming?
 
You could probably get something off someone here for cheaper than new. But shipping it's iffy

I have a Radeon 6670 you can have for the cost of shipping it was a review sample from Sapphire. If it meets your needs. It played BF3 at 1080 p in low

I appreciate it but I think I would need to beef up the PSU to run something like that. I'm thinking about making an ITX sized computer. I just don't know what resources it takes to stream to a big screen TV at 1080

Uh well it uses less power than a GTX 260 thats for sure lol. It's powered by the PCI slot only so less than 35 watts. As far as size I requested this particular sample to clear the cpu cooler in a BTX machine. It's approximately the length of my cell phone. So 6.25 inch. I do have to find the plate for it. I had it in a single slot configuration and its actually a dual slot card.

If you aren't interested its cool. I was otherwise going to hang it on the wall with my 8800 GTX and GTX 570 as art.

I thought it was a full blown video card. I think it might still be overkill for what I need.
