The packet loss is do to your ISP, usually a bad connection. Did you update your punkbuster service; go to onlinecounter measures and look for pbsvc.exe, that will run a program to check your Punkbuster A & B service. When I played 2142 it seemed like I was always had to do this every couple months, run the update & service then restart your computer.
